We invite you to participate in ANEM's roundtable where it will be discussed the effects of media laws implementation and further measures for realization of expected and necessary changes in the media sector. The roundtable will be held on 29 January 2016 (Friday) at the Media Center, Belgrade, starting at  11 am.

The round table is organized within the ANEM's project "Legal Monitoring of the Serbian media scene", with the support from the Swiss Cooperation Office, within the Small Projects Fund.

The event will gather representatives of media/journalists' associations and media, responsible authorities, non-governmental organizations, media experts, and other interested parties.

Speakers:

  • Attorney at law Slobodan Kremenjak, media law expert, a member of the legal team of ANEM
  • Jovanka Matic, PhD, media expert, Institute of Social Sciences, Belgrade
  • Milos Rajkovic, a member of the Council of the Regulatory body for electronic media
  • Prof. Rade Veljanovski, PhD, media expert, Faculty of Political Sciences, University of Belgrade

Following the introductory speeches, a discussion on the topic of the round table will be opened.

It is with great pleasure that we invite you to participate in the 12th ANEM's monitoring round table where ANEM's electronic Monitoring Publication XII will be presented. The round table will be held on 23 December 2015 (Wednesday) at the Media Center, Belgrade, starting at 11.00 am.

The round table is organized within the scope of the ANEM project "Legal Monitoring of the Serbian Media Scene", supported by the Swiss Cooperation Office Serbia within the Small Projects Fund.

The event will gather representatives of media/journalists' associations and media, responsible authorities, non-governmental organizations, media experts, and other interested parties.

In the first part of the round table, the Publication will be presented by its authors, followed by a discussion on the issues covered in the Publication.

The contents of the Monitoring Publication XII:

  • Introduction - containing a summary of results of the legal monitoring of the Serbian media scene in 2014 and a short overview of the Publication
  • Project Co-Financing Rulebook: One Year After - by Slobodan Kremenjak, attorney at law
  • Integrative Processes in the Serbian Media Sector: Is Media Concentration the new Value of the Media Scene? - by Miloš Stojković, attorney at law
  • The Public Interest in the Area of Public Information - by prof. Snježana Milivojević, PhD
  • The Role of the Media in the Development of Freedom of Expression and Creation of a Responsible  Public - by docent Jovo Bakić, PhD

and the 5th article:

  • European Court of Human Rights - Information Notes on the Court's Case-Law - short overview of two judgments of this court pertaining to the application of Article 10 of the European Convention for the Protection of Human Rights and Fundamental Freedoms: the first one pertains to freedom to impart information, while the second one refers to freedom of expression.

Monitoring Publication XII will be published on the ANEM website.

ANEM invites all the media, journalists and other interested parties to take part in the free-of-charge seminar on the implementation of new media laws, to be held on 20 May 2015 (Wednesday) in Novi Pazar. The seminar will focus on the Law on Public Information and Media and the Law on Electronic Media. It will be the sixth seminar, the last one in a series of seminars that ANEM is organizing from December 2014 to May 2015. So far the seminars were held in Belgrade, Novi Sad, Kragujevac, Niš and Subotica. The organization of the seminars is supported by the Embassy of the Kingdom of Netherlands, with technical assistance by the OSCE Mission to Serbia.

Lecturers are representatives of the key responsible institutions for media - Ministry of Culture and Information and Regulatory Authority of Electronic Media, as well as media and legal experts. These institutions created the said laws/ implement them/monitor their implementation.

The seminars provide an opportunity for all the media and journalists and other interested parties to obtain, from competent lecturers, expert clarifications and explanations of their rights and obligations prescribed by the said laws, in order to better understand them and implement them adequately, and thus contribute to the improvement of their own position and the situation in the media sector.

It is with great pleasure that we invite you to participate in the 11th ANEM round table "Legal Monitoring of the Serbian Media Scene" where the ANEM electronic Monitoring Publication no. XI will be presented. The round table will be held on 26 January 2015 (Monday) at the Media Center, Belgrade, starting at 13.00 pm.


The round table is organized within the scope of the ANEM project "Legal Monitoring of the Serbian Media Scene", financially supported by the Civil Rights Defenders and the Open Society Foundation, Serbia.

The event will gather representatives of media/journalists' associations and media, responsible authorities, non-governmental organizations, media experts, and other interested parties.

In the first part of the round table, the Publication will be presented by its authors, followed by a discussion on the issues covered in the Publication and current media issues in Serbia.

The contents of the Monitoring Publication XI:

  • Introduction - containing a summary of results of the legal monitoring of the Serbian media scene in 2014 and a short overview of the Publication
  • Why Do We Need a Strategy for the Development of Radio and Audiovisual Media Services and What Should This Strategy Be - by Miloš Stojković, law office "Živković & Samardžić", Belgrade
  • Censorship and Self-censorship in the Serbian Media - by Slobodan Kremenjak, attorney-at-law
  • Transparency of Media Ownership - Necessary, but is it Sufficient? - by Davor Glavaš, media expert
  • Digitalization Process in Serbia - by prof. Irini Reljin, PhD, School of Electrical Engineering, University of Belgrade, and assistant minister at the Ministry of Trade, Tourism and Telecommunications; and Milena Jocić, adviser at the Ministry of Trade, Tourism and Telecommunications

and the 5th article, as a special addition to the Publication:

  • European Court of Human Rights - Information Notes on the Court's Case-Law - short overview of two judgments of this court pertaining to the application of Article 10 of the European Convention for the Protection of Human Rights and Fundamental Freedoms: both pertain to the violation of freedom of expression.

Regarding the announcement of the public competition for co-financing of projects in the public information sector in order to realise public interest (projects to be realized until 30 June 2015), ANEM addressed a memo to the Municipal Council of the Municipality Pirot in which it pointed to certain discrepancies of the competition with the provisions of the Law on Public Information and Media and the Rulebook of the Ministry of Culture and Information regulating the said subject matter, and asked for adequate changes in the announcement for the competition.


ANEM stated the following deficiencies of the announcement for the competition:

• The text of the announcement neglects the provisions of the Law and the Rulebook of the Ministry which explicitly stipulate that a publisher of multiple media may apply with one project per public medium. The announcement states that an entity may apply with one project only, which constitutes a limitation not stipulated by the Law;

• The conditions stipulated by the announcement for the competition leave room for discrimination of traditional media (radio and television stations and print media) in relation to informative Internet media portals, which is forbidden and contrary to the provisions of the Law on Public Information and Media. As for the traditional media, the announcement requires that they are based entirely or that an organizational unit of theirs is based on the territory of the Municipality Pirot, or that they submit evidence that co-financed media content will be realised through the media broadcast on the territory of the Municipality Pirot, while it is enough for the informative Internet media portals to be registered in the south-east Serbia.

• The announcement envisages additional criteria for the assessment of project proposals to those envisaged by the Law. Among the additional criteria, the disputable ones are the following: participation of the Municipality Pirot budgetary funds in the planned total budget of a competition participants in 2015, and the cooperation with the local self-government. It is not clear how the stated disputable criteria may be a warranty of adherence to professional and ethical media standards, as stipulated by the Law, and it is undisputable that the additional criteria may not go beyond the general framework provided by the Law.

Therefore, ANEM in its memo asked for adequate changes in the announcement for the competition:

• It should be precisely defined that publishers of multiple media may apply with one project per public medium, as it is stipulated by the Law and the Rulebook;

• The conditions for participation in the calls for project proposals should be made equal for traditional media and informative Internet media portals so as to ensure their equal starting positions;

• The detailed criteria for the assessment of applications submitted to the public call for project proposals should be harmonized with the general framework for the assessment of applications stipulated by the Law on Public Information and Media.

ANEM invites all the media, journalists and other interested parties to take part in the free-of-charge seminar on the implementation of new media laws, to be held on 25 December 2014 (Thursday) in Belgrade. The seminar will focus on the Law on Public Information and Media and the Law on Electronic Media. It will be the first in a series of seminars that ANEM will organize from December 2014 to May 2015. In 2015 seminars will be held in Novi Sad, Kragujevac, Niš, Subotica and Novi Pazar. The organization of seminars is supported by the Embassy of the Kingdom of Netherlands, with technical assistence by the OSCE Mission to Serbia.

Lecturers are representatives of the key responsible institutions - Ministry of Culture and Information, Regulatory Body for Electronic Media and Privatization Agency, as well as media and legal experts. These institutions participated in drafting of the said laws/they implement them/monitor their implementation.

The seminars provide an opportunity for all the media and journalists and other interested parties to obtain, from competent lecturers, expert clarifications and explanations of their rights and obligations prescribed by the said laws, in order to better understand them and implement them adequately, and thus contribute to the improvement of their own position and the situation in the media sector.

BELGRADE - The Media Coalition hosts the event marking the end of the Campaign for Media Literacy on December 15 at 2 p.m.


The Campaign for Media Literacy, supported by a grant from USAID, was successfully implemented throughout 2013 and 2014 with an aim to strengthen and support democratization in Serbia through the promotion of media literacy and independent and responsible journalism.

At the closing event, key project results will be presented, after which guests may speak with Media Coalition representatives and project participants in an informal atmosphere. Promotional video clips produced by the Media Coalition for the awareness campaign, videos by young authors who submitted their work to the "Don't Let Them Spin You" contest, and various webinars will also be on display.

The Campaign for Media Literacy included the following key activities: research on the level of media literacy in Serbia; a series of seminars across Serbia for high school students, teachers, and journalists; the "Don't Let Them Spin You" media campaign, which included a contest for best video produced by youth; a series of debates across Serbia on burning media issues; the formulation of ethical guidelines for online journalism, as well as the production of educational brochures for students, teachers and journalists; and development of the online resource center on media literacy - www.medijskapismenost.net.

ANEM's electronic publication "Summary of Key Novelties in the Law on Public Information and Media and the Law on Electronic Media" was produced in cooperation with the ANEM legal team of the law office "Živković and Samardžić", based on the results of expert analysis of the said laws.

 

 

According to the findings of the ANEM legal team, the Law on Public Information and Media contains 14 important new solutions that influence or may influence the position and work of media and journalists, while the Law on Electronic Media has 12 such solutions.

With this publication ANEM intends to enable media, journalists and other interested parties to recognize the novelties in the new laws. In the following several months, by organizing seminars and producing an electronic guide through the new laws, ANEM will attempt to contribute to raising the capacity of media and journalists for understanding their legal rights and obligations so as to fulfill them properly and thus contribute to the full effect of the new laws - in their own interest and in the interest of the public.

ANEM held a press conference on 27 November 2014 in Belgrade, announcing a series of its seminars on the implementation of new media laws, to be organized free of charge for all interested media, journalists and other parties from December 2014 to May 2015.

New media legal framework is an important move forward and a big step in the harmonization with the European regulatory framework. It offers a good basis for long awaited reforms in the media sector, which also requires adequate implementation of new laws. In order for adequate implementation to take place, certain preconditions are necessary, one of them being raising the capacity of media and journalists for understanding new media laws so that they could properly fulfil their rights and obligations and thus contribute to the full effect of the new laws, both in their personal interest and in the interest of the public.

With the aim to contribute to the above explained, and recognizing such need of its member stations and other media and journalists, ANEM will organize a series of seminars across Serbia (with the support of the Embassy of the Netherlands and technical assistance of the OSCE Mission to Serbia) in order to educate media, journalists and other interested parties on the Law on Public Information and Media (as the umbrella law for all media and journalists) and the Law on Electronic Media (as the umbrella law for electronic media).

Two seminars are planned in December 2014 (in Belgrade and Novi Sad), and four seminars in the period February - May 2015 (in Kragujevac, Niš, Novi Pazar and Subotica).

Lecturers at the seminars will be representatives of responsible institutions - Ministry for Culture and Information, Regulatory Body for Electronic Media, Privatization Agency, as well as media and legal experts.

ANEM president Milorad Tadić stated that ANEM finds the implementation of new media laws important for media reforms, so, at the seminars, it will provide the media with the training on how to benefit from the new legislation. He also announced that ANEM will publish electronic Guide through new media laws within the scope of the same project. Tadić invited all the media, journalists, representatives of local self-autonomies and other interested parties to take part in the seminars.

Gordana Janković, head of the Media Department of the OSCE Mission to Serbia, expressed her satisfaction for taking up this ANEM initiative on behalf of her department and commended the work of ANEM during past 20 years. She said that the respect of law and the rule of law are high on the OSCE agenda, as well as strengthening local media as a guarantee of democratic processes in the country. As for the implementation of the new media laws, Janković said that she expects an entirely different media situation in Serbia, safeguarding of public interest by the media, public debate via traditional and social media opening complex issues, and media promotion of transparency and anti-corruption regarding the authorities.

Saša Mirković, state secretary at the Ministry of Culture and Information, said that on the day of the press conference the new Rulebook on co-financing of media content came into force, a document that more precisely defines rules regarding project-based co-financing of media on the local level, the level of the autonomouos province of Vojvodina and the republic level.

He commended the ANEM initiative regarding the seminars and expressed his satisfaction that representatives of his Ministry will be lecturers at these events, particularly because the seminars are focused on two laws, one being the Law on Public Information and Media, the umbrella law of extreme importance both for print and broadcast media. He also said that similar initiatives will be more than useful in the future as the interest for the implementation of the law will not diminish with time considering a myriad of forthcoming challenges, one of which is drafting of the new Media Strategy that the Ministry will work on in 2015 so that it can be implemented as of 2016. Mirković is of opinion that the seminars are needed across Serbia in order to collect information from all parts of the country and to clarify all issues to the media. Regarding that, he expressed his satisfaction that representatives of the Standing Conference of Towns and Municipalities were present at the press conference as, according to Mirković, they need to have an important role in informing local self-autonomies on bylaws, particularly on the one on project-based co-financing.

Mirković announced that several very important processes for the media will be taking place simultaneously in 2015: withdrawal of the state from media ownership; more than challenging digitalization process that should be completed by 17 June 2015; and the introduction of project-based media co-financing. Therefore, 2015 will be very important for the development of the media sector as of 2016 when we will have digitized TV signal, privately owned media only, and project-based co-financing as the only model of state financing of the media, Mirković said.

Goran Karadžić, president of the Council of the Regulatory Body for Electronic Media (REM), said that REM has to adopt several bylaws and organize public debates on those acts in the following few months. He also said that he sees ANEM seminars as a step forward in informing broadcasters on the legislative framework and he thinks that those events will be an opportunity to hear the opinions of media professionals while the Regulatory Body prepares bylaws. He told that the digital switchover and the price list prepared by the public company „Broadcasting Equipment and Links" are in broadcasters' focus, too, since the broadcasters see it as the key point of their future existence or demise. Karadžić said that, based on his information, the financial obligations of the broadcasters towards the said public company will be such that the digital switchover will not jeopardize their existence.

Dušan Šutanovac from the Privatization Agency said that the Agency recognized the importance of ANEM seminars and accepted participation in them with satisfaction. He also said the the Agency's participation in the seminars will be aimed at clarifying the media privatization procedure. The questions that the Agency had been receiving indicate that there are many issues regarding this topic that need clarification and Šutanovac will personally put effort into presenting the topic of privatization in an easily understandable way, he said.

Professor Rade Veljanovski said that he will give at ANEM seminars a lecture on public interest stipulated by new media legislation, which he defined as the situation in which all citizens of this country may freely speak, receive and impart information, and they can be informed in a timely, truthful and objective manner, with no influence of power centers. Veljanovski thinks that what is important in the new set of laws, above all in the Law on Public Information and Media, is that this law now more precisely defines the issue of public interest which has been neglected in the past 14 years. He also thinks that now there is a more authentic intention to implement the laws, unlike the situation before, where one of the consequences is that media privatization is 12 years late.

Slobodan Kremenjak, attorney-at-law and media law expert, said that we have had the chance to acquaint ourselves with new media laws since they were adopted in August 2014, and we now have the first bylaws. Therefore, ANEM seminars are a good opportunity to exchange opinions, identify local problems and solutions to them. He also stated that the seminars may be the start of the public debate on the new Media Strategy and that they should be used toward this goal. It is important that the seminars unify the capacities of the state, independent regulatory bodies, media experts and experts for media law, Kremenjak said.

It is with great pleasure that we invite you to take part in the ANEM round table „Relationship between Media and Judiciary", to be held on 30 October 2014 (Thursday) at the Media Center, Belgrade, starting at 14.00.

The event will gather representatives of judiciary, media/journalists' associations and media, as well as other interested parties.

ANEM is of opinion that the implementation of reforms in the media sector, creation of a more favorable media environment and the improvement of the media and journalists' position requires finding solutions for the problems that have been a burden to the media sector for a while. Among the problems are those of the mutual relationship between the media and the judiciary. Therefore, ANEM is organizing this round table with the aim to initiate dialogue between the media sector and the judiciary about the said problems and possible ways of overcoming them, and also to contribute to the establishment of constructive cooperation between the media and the judiciary.

The Round Table is organized within ANEM project "Legal Monitoring of the Serbian Media Scene", financially supported by the Civil Rights Defenders and the Open Society Foundation, Serbia.

The speakers at the event will be:

  • Dragica Popesku, PhD, Judge of the Appellate Court in Belgrade
  • Omer Hadžiomerović, Judge of the Appellate Court in Belgrade and Deputy President of the Judges' Association of Serbia
  • Goran Ilić, PhD, Deputy Public Prosecutor of the Republic of Serbia and President of the Association of Public Prosecutors and Deputy Public Prosecutors of Serbia
  • Nedim Sejdinović, President of the Executive Board of the Independent Journalists' Association of Vojvodina (NDNV)
  • Vukašin Obradović, President of the Independent Journalists' Association of Serbia (NUNS)
  • Milorad Tadić, President of the Association of Independent Electronic Media (ANEM).

Following the introductory speeches, a discussion on the topic of the round table will be opened.

It is with great pleasure that we invite you to take part at 10th ANEM round table "Legal Monitoring of the Serbian Media Scene" where 10th ANEM electronic Monitoring Publication will be presented. The round table will be held on 20 October 2014 (Monday) at UNS Press Center, Belgrade, starting at 13.00.

The event is organized within ANEM project "Legal Monitoring of the Serbian Media Scene", financially supported by the Civil Rights Defenders and the Open Society Foundation, Serbia.

The event will gather representatives of media/journalists' associations, judiciary, non-governmental organizations, responsible authorities, media experts and other interested parties.

In the first part of the round table, the Publication will be presented by its authors. In the following part, the participants will discuss the topics analyzed in the Publication and current media issues in Serbia.

It is with great pleasure that we invite you to participate at the ANEM round table „Media and Civil Sector as Allies in the Fight for the Implementation of Media Reform", to be held on September 26, 2014 (Friday) at UNS Press Center, Belgrade, starting at 10.00 am.

The participants will be representatives of non-governmental organizations, media/journalists' associations, media representatives, media experts and other interested parties.

ANEM is of opinion that broadening the circle of interested parties is necessary for the implementation of reforms in the media sector. This event should initiate a dialogue between the media sector and the civil sector on the issues of importance for the media sector, related to media reforms and development of the sector. It should also contribute to the establishment of constructive cooperation between the media and the civil sector and the creation of basis for a more active involvement of civil society organizations in solving specific problems in the media sector and their involvement in the implementation of the media reform.

The round table is organized within ANEM project „Legal Monitoring of the Media Scene in Serbia", financially supported by Civil Rights Defenders and Fund for an Open Society, Serbia.

The introductory speakers at the event will be:

ANEM round table "Role of the Media in the Fight against Corruption" will be held on 28 May 2014 (Wednesday) at Media Center Belgrade, starting at 13.00. The round table is organised within the project "Illustrated Glossary of Corruption", implemented by ANEM in partnership with the Anti-Corruption Agency, and financed by the European Union.

The event will gather representatives of media and media/journalists' associations, media experts, representatives of institutions and non-governmental sector.

The goal of the event is to foster discussion on the role of the media in preventing and fighting corruption, on the conditions needed for the media to successfully fulfill this role, and on the improvement of cooperation among three important actors - media, non-governmental sector and institutions - in solving the problem of corruption.

This round table is the final activity on the project the main goal of which is to contribute to a more efficient prevention and fight against corruption by a more active inclusion of citizens and the media in the process.

About the Project 'Illustrated Glossary of Corruption'

The key activity on the project was the production and broadcasting of radio and TV series "Illustrated Glossary of Corruption", which were broadcast as of 24 March 2014 by 25 TV and 40 radio stations of the ANEM network throughout Serbia. Using local stories as illustrations, the series explains terms related to corruption, its prevention and the fight against corruption. The series is comprised of 21 radio and 21 TV episodes. Each of 20 episodes is dedicated to one term, while the last, 21st episode, sums up the previous ones. The episodes are available on the ANEM website and on the ANEM YouTube channel. "Guide for Journalists on Reporting about Corruption" was also produced within the project, intended for ANEM stations and available to them. The electronic "Glossary of Corruption" targets media, citizens and other interested parties. Using examples, the "Glossary" explains key terms related to corruption, prevention of corruption and the fight against it. The "Glossary of Corruption" is available on the ANEM website.

ANEM's Project "Illustrated Glossary of Corruption" is financed by the European Union within the Civil Society Facility Programme.
