ANEM in cooperation with the production house A-media, launches the second cycle of the TV series "Power Mad", this time with the support of the National Endowment for Democracy (NED). This series is at the same time the continuation of the identically named project which ANEM successfully implemented in the period September 2008-February 2009, with the support of the Norwegian People's Aid (NPA).Positive reactions of the public, but also the effect that the last project had on the local authorities and local media, are the fundamental motive to initiate new cycle.

ANEM has envisaged the project "Power mad/How to be a responsible politician", series of TV features, with the main goal to publicly expose the illegal, dishonest or irresponsible actions done by local politicians and to encourage citizens to demand responsibility from them. In the same time it strengthens the position of local TV stations gathered under the umbrella of Association by providing them to participate and access to quality production material. The series aims to contribute to journalists' self-confidence and their efforts in the area of investigative journalism, as well as to stimulate them to raise various important issues in the name of the public.

Project strives to enhance exposure of government officials' work to public judgment and strengthen the fragile public in Serbia. Primarily, citizens need the full information on their rights. Media are playing crucial part in this process. They have to be watchdogs in the name of the public and constantly follow the topics which demand publicity and transparency in order to ensure respect of democratic principles and standards by people in power.

It is highly important to incite both citizens and media to call upon politicians more often when in breach of law and codes of conduct, and to inspire media to cover this topic more thoroughly and in timely manner.  

It is anticipated that serial tackles some of the essential political issues by focusing on several key norms:

• Priority of law and public interest over private interest
• Conscientiousness, honesty and objectivity, public and decency
• Publicity of work
• Conflict of interest, abuse of position for accumulation of wealth, bribability

It is planned by the project the production of app. 20, 10-minutes long TV packages, broadcast once a week for 5 months on 27 ANEM local and regional stations, in the period from October 2009 to February 2010. TV features will be recorded in various places in Serbia. Eight journalists (6 local and 2 from Belgrade) participate in the project implementation. The editor of TV series is Jugoslava Siroka.

During 5 months of broadcasting, local audience will be presented with very important topic - (ir)responsible conduct of local authorities. Each TV program will focus on specific aspect of this theme, presenting the case which is at the same time paradigm of the problem and thus in the interest of citizens in all local communities. This way the diverse and interesting content of the programs as well as the broad covering of the main topic of this kind media campaign will be maintained. Local audince will have the opportunity to learn about real meaning of responsible conduct of local politicians in the public interest, hence better identify usurpation of power in personal, group or political interest. At the same time the viewers will be informed on the mechanisms of conduct control of local authorities.

With the broadcasting of the 20th episode of the series "Power mad- How to be responsible politician" we end the joint project of ANEM and A-Media which was realized with assistance from the Norwegian Peoples' Aid. During the five months of broadcasting, from October 2008 to February 2009, the viewers of local TV stations had a chance to gain insight into an extremely important issue – how worthy of citizens' confidence are the officials?

Once a week, in a form of 10-minute TV episodes, the Serbian audience was thoroughly and precisely informed about the standards of responsible behavior of local officials and offered the description of what it actually means to "work in the public interest". Each of the episodes was focused on a different aspect of this topic, as a paradigm of the problem, which was of interest to citizens in various local communities. The viewers of ANEM 27 local TV stations were offered an opportunity to find out what responsible behavior of officials actually means and how they can recognize the abuse of power for the benefit of an individual, group or a party. The existing mechanisms of control of the officials' behavior were also described.

The importance or focusing media attention on this issue is best evidenced by the fact that the Republic Committee for Adjudication on the Conflict of Interest has acted on several occasions on the information that was received from this series. It even resulted in a resignation, i.e. "suspension" of a local official.

With this project, ANEM additionally stimulates the local media to take an active role of a "guardian of the public interest" and more often engage in investigative journalism. Local journalists who have participated in the implementation of the project (eight journalists from various cities) had a chance to improve their professional skills, while the local media were offered an opportunity to broadcast free programs of high journalistic and technical quality.

ANEM, in cooperation with the production company "A-Media" and ANEM's local television stations, announces the launch of the TV series "Power Mad - How to Be a Responsible Politician?".

The difference between power and abuse of power, between rights and obligations, is often blurred in the political life. Advancement of democratic reforms can be achieved only with reliable public figures and under the watchful eye of the public. In the 20-part TV series, journalists from local TV stations in Serbia will try to raise the public awareness about the behaviour of politicians and their (un)accountability towards citizens.

Having in mind that politicians are unwilling to expose themselves to public scrutiny, that they lack transparency and disregard all criticism, ANEM's project aims to put the spotlight on behaviour of unscrupulous politicians and other officials. One of the highlights of the series will be the enforcement of the Law on Access to Information of Public Importance and preparedness of the government to publicly expose certain information, as well as the enforcement of the Law on Conflict of Interest and practical application of the Code of Conduct for Local Self-Government Officials.

The series aims to contribute to media's self-confidence and their efforts in the area of investigative journalism, as well as to stimulate them to raise various issues in the name of the public. Additionally, the project will increase the quality of content broadcast on local TV stations, the creativity of journalists and the investigative-analytical approach to topics.

Each of the episodes will present attitudes and opinions of representatives of municipal governments, citizens and experts for some of the relevant areas:

• Respect for the rule of law and primacy of public over private interest
• Transparency in work
• Conflict of interest, abuse of power for personal gain, corruption
• Conscience, honesty, objectivity and decency.

The TV series will launch in autumn 2008. Episodes will be aired once a week on ANEM's TV stations in all parts of Serbia during the five months of project's duration.
