MEDIA SCENE OF SERBIA IN SEPTEMBER 2025
ANEM monitoring report for September 2025 on freedom of expression, old and new regulations and analysis of SLAPP lawsuits

In this month's Monitoring, the reader can be informed about the open letter that the PEN centers from the region of the former Yugoslavia and the International PEN sent to the President of the European Commission, Ursula von der Leyen, the President of the European Council, Antonio Costa, and the Commissioner for Enlargement, Marta Kos; on the report prepared by the Media Freedom Rapid Response (MFRR) platform on the state of media freedom in Europe for the period from January to June 2025; on the reaction of journalist associations and media associations to the tendentious claim of the Foreign Intelligence Service of the Russian Federation (SVR); about the "Report on the media reporting in Sandžak", which was worked on by the Association of Independent Electronic Media and the Center for Local Media Development (CRLM); about the criminal charges filed for the publication of audio recordings and transcripts of conversations that, according to the research network OCCRP and the research portal KRIK, were conducted by the general manager of the United Group company Stan Miller and the director of Telekom Vladimir Lučić.
A special part of the Monitoring consists of an overview of the attacks, threats and pressures that occurred in Novi Sad, during the protest "Serbia, Can You Hear Us?", when journalist and cameraman of TV N1 Ksenija Pavkov and Aleksandar Milovanović were threatened, journalist of the weekly Vreme Katarina Stevanović, student of the Faculty of Philosophy in Novi Sad Boris Kojčinović, editor of the student media Blokada INFO, journalist of the portal 021.rs Emir Kahrimanović, reporter of KTV and leader of the movement "Love, faith, hope" Nemanja Šarović, but also after that event, during the whole of September, when they suffered attacks, threats and pressure: journalist of the Beta Agency, reporter and student of the Faculty of Mechanical Engineering of the University of Belgrade Luka Pešić, photojournalist Gavrilo Andrić, journalist of TV N1 Tamara Stojanović, journalist of the student info-portal Pulse Generation Jovana Trošić, reporter of KTV and leader of the movement "Love, faith, hope" Nemanja Šarović and director of KTV Danijel Radić, reporter news agency Beta Božidar Milovac, journalist of the Glas Zaječara media Miljko Stojanović and editor-in-chief of the N2 portal Nenad Nešović, editorial staff of TV N1 and Vranje News, journalists and professors Smiljana Milinkov and Dinko Gruhonjić, editor-in-chief of Razglas news media Žarko Bogosavljević, journalist of the BIRN editorial office Radmilo Marković, editor-in-chief of the KoSSev portal Tatjana Lazarevic, Južne Vesti journalist Tamara Radovanović, editor-in-chief of the Vreme weekly Filip Švarm, authors of the show "Mental exercise" Marko Stepanović and Srđan Jovanović and the authors of the show "The Good, the Bad, the Evil" Marko Vidojković and Nenad Kulačin.
The Monitoring also discussed threats sent through ANEM's Safe line for reporting cases of harassment of media workers and attacks on them; on the fate of the criminal charges filed in the case of the attack on Glas Zaječar media journalist Miljko Stojanović and in the case of the attack on Insider media journalist Stefan Miljuš; on reactions to the proposed amendments to the Criminal Code, the Code of Criminal Procedure and the Law on Juvenile Offenders and Criminal Protection of Minors; on news in the field of project co-financing and on SLAPP proceedings.
