The ministry did not accept the proposals from the association for changing the scoring of commission members for project co-financing of media.
The Ministry of Information and Telecommunications has not yet responded to the request from journalistic and media associations for changes to the process of project co-financing of media content. Based on the application form for registration in the register for members of the new commissions, it is evident that none of the proposals regarding the scoring of candidates has been accepted.

The Ministry published a call on September 8 for journalistic and media associations, theorists, analysts, and practitioners in the media field to apply by December 31 for registration in the Register of Candidates for Members of Committees for Project Co-Financing of Media Content through the Unified Information System (UIS). The application form and scoring method remain the same as in previous years, although journalistic and media associations have requested certain changes.
Let us remind you that on August 25 of this year, the Association of Independent Electronic Media, the Independent Journalists' Association of Serbia, the Journalists' Association of Serbia, Local Press, and the Media Association requested a change in the scoring method for candidates for committee members in the process of project co-financing of media content, which was officially sent to the addresses of the Ministry of Information and Telecommunications.
Among these requests were proposals that master's and doctoral degrees should be scored differently, that a greater range of points should be allocated for work experience since currently, 16 and 40 years of work in the media are scored the same, that the scoring of professional papers and professional conferences should be eliminated, as their inclusion in applications during the previous process has been subject to abuse and manipulation, that scientific papers and participation in scientific conferences should be awarded fewer points. It was also requested that writing and participation in project implementation not be scored, as they cannot be proven, and that previous participation in project evaluation committees should not be scored.
The only observed change in the UIS during the application of future committee members is the added clarification of what is included under published scientific and professional papers and participation in professional and scientific conferences, considering the large number of uncertainties and abuses in this regard.
We remind you that, in addition to the scoring method, ANEM, NUNS, UNS, Local Press, and the Media Association proposed a set of measures to improve the transparency of the project co-financing process for media content in Serbia.
