Request to the Assembly to publish the exact voting results of the three legitimate authorized proposers in the category of national minority councils.

The proposing organizations submit a public and formal request to the National Assembly and the Committee for Culture and Media due to a serious violation of the Law on Electronic Media in the process of selecting members of the REM Council, which occurred on October 21, 2025, through the actions and decisions of the Professional Service of the National Assembly. Although the Committee's report from October 14, 2025, clearly established the list of authorized proposers and candidates, the Professional Service allowed representatives from nine national councils, who do not have the status of authorized proposers, to attend and vote, thereby directly violating Article 13 of the Law on Electronic Media. Subject: Request for the publication of the accurate voting results based on the votes of three legitimate authorized proposers in the category of national councils of national minorities

Dear Ms. Brnabić,

The proposing organizations express serious concern regarding the gross violation of the Law on Electronic Media in the process of electing members of the Regulatory Body for Electronic Media (REM), which took place on October 21, 2025, due to the decisions and actions of the Professional Service of the National Assembly.

Despite the report from the Committee for Culture and Information published on October 14, 2025, which established the list of authorized proposers and candidates, the Professional Service allowed the presence and voting of representatives of nine national councils that do not have established status as authorized proposers. This resulted in a direct violation of Article 13 of the Law on Electronic Media, which stipulates that only authorized proposers who participated in the nomination process for candidates have the right to vote.

According to the call for harmonization sent by the Committee for Culture and Information to the national councils, it was clearly stated that one representative for each of the three authorized proposers — the Bosniak National Council, the Albanian National Council, and the National Council of the Hungarian National Minority — should be sent to the harmonization meeting. Nevertheless, nine additional representatives of national councils appeared at the meeting, and a total of twelve individuals cast their votes, thereby directly undermining the integrity and legality of the process.

Based on the applicable legal procedures and the report from the Committee, the legitimate votes belong exclusively to the three national councils that proposed their candidates, as stated in the report from the Committee for Culture and Information.

Therefore, we demand:

  1. That it be determined which ballots are valid based on the signatures on the ballots that were required during the voting;
  2. That all other invalid ballots in the category of national councils of national minorities be annulled;
  3. That the voting results be published in the minutes of the voting based on the votes of the three legitimate authorized proposers — the Bosniak National Council, the Albanian National Council, and the National Council of the Hungarian National Minority;

We request the Committee for Culture and Information and the National Assembly of the Republic of Serbia to promptly rectify this serious violation in the process of electing the REM Council. We note that the decision to return both the candidates and proposers to the process was made based on the Report on the Established List of Organizations that Together Form a Unique Authorized Proposer, as well as the List of Candidates for Members of the Regulatory Body for Electronic Media dated October 14, 2025, and on the assumption that the Professional Service of the National Assembly of the Republic of Serbia has a legal obligation to implement the conclusions of that report in the further proceedings.
