The Coalition Against SLAPPs in Europe (CASE) and the European Centre for Press and Media Freedom (ECPMF) proudly announce the launch of the European Anti-SLAPP Monitor, a new online platform designed to monitor the transposition and implementation of European standards on Strategic Lawsuits Against Public Participation (SLAPP) at the national level.

This monitoring tool will track the progress of European Union member states and the Council of Europe, including Kosovo, in implementing both the EU Anti-SLAPP Directive 2024/1069 (deadline May 7, 2026) and the Council of Europe Recommendation CM/Rec(2024)2 on SLAPP lawsuits, with the aim of supporting the development of strong protections against SLAPP lawsuits in Europe. Governments and national authorities will determine appropriate legislative approaches for the transposition of these instruments, whether through new standalone laws, amendments to existing legislation, or the inclusion of specific sections in current legal frameworks. The monitor will ensure that all such developmental processes are accurately tracked and publicly reported.
The monitoring and data collection process will be led by ECPMF, a member of CASE, alongside a network of national legal experts. Furthermore, governments and national authorities are encouraged to contribute information regarding their efforts in implementing anti-SLAPP standards, supporting transparency and accountability in this process.
To assist the public in understanding the progress of each country, the Monitor employs a clear categorization system that reflects the status of transposition and implementation. These categories include: “No information,” “Not started,” “Started,” “Deferred,” “Partially implemented,” and “Implemented.”
The European Anti-SLAPP Monitor is led by ECPMF and is inspired by the EU Whistleblowing Monitor (EU Whistleblowing Monitor), developed by the Whistleblowing International Network. It is a key tool to support civil society, journalists, legal professionals, and decision-makers in safeguarding public participation and freedom of expression throughout Europe.
The monitor will be presented in detail at an online webinar organized by CASE and ECPMF during the fall of 2025.
