REM Report: Most Complaints Against Television Stations Pink and Informer

In 2025, the Regulatory Body for Electronic Media (REM) received 131 complaints regarding electronic media content, with the majority directed against Pink Television – a total of 43 complaints – and against TV Informer – 38 complaints, as stated in the annual report on REM's activities.

As stated in the document published on the REM website, there were nine complaints submitted regarding the programming content of B92 and Prva, five for the RTS1 program, and two for the content of the second RTS channel. Two complaints were related to the programming of Happy TV. Additionally, there were 23 complaints from citizens regarding the programs of other media service providers (cable, regional, and radio).

During the past year, out of 131 complaints, 42 were related to "violations of personal and general interests," 35 to potential "hate speech," 16 complaints concerned "protection of personal dignity and human rights," and 11 to "responsibility for programming content and advertising."

Nine complaints were related to "protection of minors," two to "election campaigns," and one complaint each was submitted regarding "truthfulness, objectivity, and raising the general cultural and educational level of citizens" and "protection of the rights of persons with disabilities."

The REM report also adds that another 14 complaints were submitted regarding various other circumstances that could potentially offend or endanger personal interests or the public interest in the programs of media service providers.

In 2025, non-governmental organizations and citizen associations submitted 40 complaints, individuals submitted 74, the civil sector two, and state authorities eight complaints. Seven complaints were submitted by other entities that do not fall into any of the previous categories.

“With the aim of greater transparency in the work of the Regulator and the accessibility of information about the work of professional services to the broader public, in 2025 all incoming complaints regarding media content were published on the official website of the Regulator, along with reports from the Monitoring and Analysis Service, regardless of the final decision of the Council, which was not the case in the previous period. This is also one of the conditions from the Reform Agenda that the Regulator has attempted to fulfill, at least partially. However, the European Commission's position is that for complete compliance with this requirement, all Council decisions must also be published, which will only be possible after the election of all members,” the REM report emphasizes.

It is concluded that based on the submitted complaints, the Professional Services conducted an overview of the programming content and prepared reports for the REM Council regarding the received complaints.
